Project Evaluation of ECOWAS Information and Communication Policy

Twenty years after the adoption of the ECOWAS Information and Communication Policy 2000, the strategy needed a review and update to fit with a growing ECOWAS mandate and vision and to be more in line with changes in the communications landscape. Working closely with the ECOWAS Commission and ECOWAS Communications Directorate, we carried out an evaluation of the Policy through a situational analysis, stakeholder interviews and desk research and then provided recommendations for necessary changes. Following feedback, we wrote the updated ECOWAS Information and Communications Policy 2021, which will now guide communications activities and outputs in the short and long term. Key areas of review were a gap analysis and review of internal work systems around communications, as well as research around new external factors for consideration including the changed media environment, data and cyber security, fake news and strategies to address reputational risks. Capacity building of the implementing team was also included.
